The 23rd ATP: Status of the Regulation

On 25 September 2024, the European Commission published a draft proposal of what will become the 23rd ATP (Adaptation to Technical Progress), offering a preview of the changes to Reg. 1272/2008 that will be enacted in the future.

More information about the 23rd ATP is now available as Delegated Regulation (EU) 2025/1222 was officially published in the Official Journal of the European Union on 20 June 2025.

The 23rd ATP: What's New?

The 23rd ATP aims to amend Table 3 of Part 3 of Annex VI of the CLP Regulation by introducing 24 new harmonised classifications and amending 10 pre-existing entries.

Some of the entries introduced by the 23rd ATP:

  • Ozone (CAS: 10028-15-6)
  • Dinitrogen oxide (CAS: 10024-97-2)
  • Fluoroethylene (CAS: 75-02-5)

Some of the entries modified by the 23rd ATP:

  • 2-phenylpropene; α-methylstyrene (CAS: 98-83-9)
  • 1,1-dichloroethylene; vinylidene chloride (CAS: 75-35-4)

The 23rd ATP: When?

The 23rd ATP will apply from 1 February 2027, but can be applied on a voluntary basis from 10 July 2025.
