Europe - The eleventh revision of GHS has been published

GHS: what is it?

The GHS (Globally Harmonized System of Classification and Labelling of Chemicals) is a standard developed by the United Nations to harmonize the classification and labelling of chemical substances. Accordingly, the system provides harmonized criteria for classifying substances and mixtures according to their health, environmental, and physical hazards, as well as harmonized elements for hazard communication, including requirements for labelling and safety data sheets.

The goal of the GHS is to identify the intrinsic hazards of chemical substances and mixtures and to convey this information clearly and consistently. Hazard statements, symbols, and signal words are standardized and harmonized, forming an integrated system of hazard communication that facilitates the convergence of different existing systems.

Moreover, the GHS offers flexibility to countries and competent authorities: each country may decide which hazard classes and categories to adopt when integrating the GHS into its national legislation, adapting it to its specific regulatory needs.

GHS: what’s new?

On 12 September 2025, the United Nations Economic Commission for Europe (UNECE) published the eleventh revised edition of the GHS (GHS UN Rev. 11).

The GHS UN Rev. 11 contains a number of amendments including among other:

  • provisions further clarifying the classification criteria for aerosols and chemicals under pressure (chapter 2.3);
  • new guidance for classification for skin sensitization using non-animal methods (chapter 3.4);
  • classification for substances and mixtures that are hazardous by contributing to global warming (chapter 4.2);
  • further rationalization of precautionary statements to improve users’ comprehensibility while taking into account usability for labelling practitioners; and
  • a new section in annex 11 with guidance addressing identification of simple asphyxiants.
