Europe - Three new substances of very high concern added to Candidate List of SVHCs

The Candidate List

The authorization process begins when a Member State or the European Chemicals Agency (ECHA), acting on the Commission's request, proposes a substance for identification as a Substance of Very High Concern (SVHC). This process aims to ensure that SVHCs are gradually replaced with less dangerous substances or technologies where technically and economically feasible alternatives are available. This identification process includes a 45-day consultation period. Once a substance is identified as an SVHC, it is added to the Candidate List. Substances on this list are considered for eventual inclusion in the authorisation list (REACH Annex XIV). The inclusion of a substance in the Candidate List creates law obligations for the companies producing, importing or using these substances as such, in preparations or in articles.

What substances?

On June 25th 2025, ECHA's Member State Committee (MSC) confirmed the addition of three substances to the Candidate List, expanding the total number of entries from 247 to 250:

  • 1,1,1,3,5,5,5-heptamethyl-3-[(trimethylsilyl)oxy]trisiloxane (EC: 241-867-7, CAS: 17928-28-8) for its vPvB properties (Article 57e)
  • Decamethyltetrasiloxane (EC: 205-491-7, CAS: 141-62-8) for its vPvB properties (Article 57e)
  • Tetra(sodium/potassium) 7-[(E)-{2-acetamido-4-[(E)-(4-{[4-chloro-6-({2-[(4-fluoro-6-{[4-(vinylsulfonyl)phenyl]amino}-1,3,5-triazine-2-yl)amino]propyl}amino)-1,3,5-triazine-2-yl]amino}-5-sulfonato-1-naphthyl)diazenyl]-5-methoxyphenyl}diazenyl]-1,3,6-naphthalenetrisulfonate; Reactive Brown 51 (EC: 466-490-7, CAS: -) for reproductive toxicity (Article 57c)
