New draft of the proposal for the MCL GB list

The GB Regulation and the GB MCL List

Following the exit of the United Kingdom from the European Union, the European implementation of the Globally Harmonised System (CLP) was maintained with some modifications, resulting in the GB CLP Regulation. However, the list of harmonised classifications in Annex VI of the CLP was not automatically retained in the GB CLP.

The Health and Safety Executive (HSE) is the CLP Agency for the UK and has the scientific and regulatory expertise to prepare a proposal for harmonised classification and labelling for the UK. The HSE continues to monitor international forums, such as ECHA's Risk Assessment Committee (RAC), for information that may lead to new or revised proposals for the GB MCL List (The GB mandatory classification and labelling list).

The new GB MCL List proposal: what's new?

On 7 April 2025, the HSE proposed a draft mandatory classification and labelling in Great Britain (GB) for 30 hazardous chemicals. The purpose of the proposal is to update the GB MCL List, following a review, by introducing new entries and changes to the mandatory classifications in Great Britain with the aim of ensuring the proper functioning of the UK internal market, protecting human health and safety, and protecting the environment.

Among the 30 substances are:

  • perboric acid, sodium salt (CAS: 11138-47-9);
  • perboric acid, sodium salt, monohydrate (CAS: 12040-72-1);
  • sodium perborate (CAS: 15120-21-5);
  • perboric acid (H3BO2(O2)), monosodium salt trihydrate (CAS: 13517-20-9);
  • perboric acid, sodium salt, tetrahydrate (CAS: 37244-98-7);
  • dinitrogen oxide (CAS: 10024-97-2);
  • ozone (CAS: 10028-15-6)

The new GB MCL List proposal: when?

The proposed date of adoption is scheduled for the end of the third quarter of 2025; while the proposed date of mandatory entry into force is scheduled for the end of the first quarter of 2028.
