TL;DR:
PPWR applies to food and beverage packaging from 12 August 2026, but some requirements include narrow safeguards where packaging changes would conflict with EU food-contact safety law.
The most immediate priority is PFAS compliance. Food-contact packaging must be assessed as a complete unit, including the substrate, inks, coatings and adhesives.
Food and beverage companies also need to assess recycled-content requirements, redesign exposure for multi-material packaging, food-service restrictions and the Declaration of Conformity required for each packaging type.
Food safety may justify specific exemptions, but those exemptions must be supported by format-specific technical evidence. A general claim that packaging comes into contact with food is not sufficient.

There is a question underneath most conversations food and beverage companies are having about PPWR: how do you make packaging more recyclable when packaging exists, in large part, to keep food safe?
Multilayer laminates, PVDC coatings, and metallized films were not chosen arbitrarily. A fluorinated barrier coating on a bakery wrapper prevents moisture migration that would compromise product texture and safety within hours. The environmental cost of that packaging is real. So is the food waste that results from packaging that cannot do its job.
PPWR applies from August 12, 2026. In several areas it explicitly says food safety takes precedence over packaging requirements. Understanding where those carve-outs sit, and where the pressure is genuine, is where the real compliance work lives.
The ban on per- and polyfluoroalkyl substances in food contact packaging applies from August 12, 2026 with no transitional period and no sell-through allowance for non-compliant stock already in the supply chain. PPWR sets thresholds of 25 parts per billion for any individual PFAS, 250 parts per billion for the sum of targeted PFAS, and 50 parts per million for total fluorine. These limits apply to the entire packaging unit: substrate, inks, coatings, and adhesives together, per the European Commission's March 2026 guidance.
Most teams start PFAS assessment at the substrate and stop there. A greaseproof paper that passes at substrate level may fail once fluorinated release coatings or printing inks are factored in. A coated board carton for pizza must be assessed as a complete unit.
What to do: Commission total fluorine screening across every food contact format as a unit. Prioritize formats where PFAS has historically played a functional role: greaseproof papers, board-based packaging with barrier coatings, flexible films in bakery, fast food, and snacking. Where a format fails, the path to a compliant alternative runs through food contact validation, migration testing, and shelf-life verification. Each step takes months. PFAS-free fiber-based barrier alternatives now perform credibly in many applications, but performance needs validating under your specific product and supply chain conditions before you can rely on them.
From January 1, 2030, plastic food packaging must meet mandatory minimum post-consumer recyclate thresholds: 10% for contact-sensitive plastics other than PET, rising to 25% by 2040; 30% for PET-based food contact packaging, rising to 50% by 2040.
There is an explicit safety exemption in PPWR: recycled content targets do not apply where using post-consumer recyclate would cause non-compliance with EU food contact material law. The exemption exists because most recycled plastic does not currently meet the standards required for direct food contact. Mechanical recycling produces food-grade material reliably only for PET. For most other plastic formats, verified food-safe post-consumer recyclate supply is constrained relative to what PPWR will require.
The exemption does not apply simply because packaging touches food. It applies where the safety conflict is demonstrable and documented: migration testing evidence, a formal food contact compliance assessment, and format-specific justification. The Commission guidance is explicit that the exemption requires demonstrable technical evidence, not a general assertion that packaging is food contact.
What to do: Map every plastic packaging format against the 2030 targets. For each format, run an honest assessment: can it absorb the required post-consumer recyclate and remain food-contact compliant? If yes, start qualifying the material now. Food contact validation takes time. If the safety exemption applies, build the technical documentation to support that position before an authority requests it.
From January 1, 2030, all food packaging must achieve a minimum recyclability grade. The Design for Recycling criteria will be published by the Commission by January 1, 2028 and are not yet available. That creates a real planning problem for formats with tooling or supplier lead times of three to five years.
The direction is knowable even if the detail is not. Mono-material structures perform better than multi-material ones because sortability depends on material homogeneity. Formats where components can be separated by the consumer at disposal have an advantage over permanently bonded structures. Formats relying on sorting infrastructure that does not yet operate at scale carry more risk than those that fit existing collection systems.
The highest redesign exposure sits in bonded multi-material laminates, PVDC-coated structures, and metallized films, common across confectionery, bakery, snacking, dairy, and chilled prepared food. Polyolefin-based mono-material structures with aluminum oxide or silicon oxide barrier layers are the most credible technical direction for formats needing both recyclability and high barrier performance. EVOH and metallization face growing pressure. Several national design-for-recycling schemes already limit their tolerable content in polyolefin packaging, and the EU criteria are expected to follow that direction.
What to do: Audit your portfolio for formats that are structurally non-recyclable under any likely interpretation of the criteria. Start redesign conversations now: material options, tooling timelines, supplier development, food contact validation. For borderline formats, commission a preliminary recyclability assessment against available certification frameworks. Brands making directional decisions now avoid the paralysis of waiting for regulatory precision that may arrive too late to act on.
PPWR permits compostable packaging as an alternative to recyclability only in narrow, defined cases: permeable tea and coffee bags, sticky labels for fruit and vegetables, and very lightweight plastic carrier bags. For all other food packaging, recyclability is required.
Compostable or biodegradable packaging that cannot be materially recycled without contaminating other waste streams does not satisfy the general requirement. Member states can allow compostability for additional formats where local infrastructure supports it, but that is a national policy option, not a brand-level escape route.
Brands supplying the food service channel face separate requirements under PPWR on their own timeline. From 2027, takeaway businesses must allow consumers to bring their own containers at no cost. From 2028, reusable packaging must be offered for takeaway. From 2030, at least 10% of products must be sold in reusable packaging and single-use plastic packaging for condiments, sauces, coffee creamer, and sugar in hospitality settings is banned.
What to do: Identify which food service formats fall within the 2030 ban. Portion-controlled sachets and single-serve plastic condiment formats are the most exposed. Define the alternative commercial model now and work backward from the implementation date.
Every food and beverage packaging type on the EU market requires a Declaration of Conformity backed by a technical documentation file from August 12, 2026. That file must be producible within ten days of an authority request, maintained for five years for single-use packaging, and updated whenever a change affects conformity.
Material changes happen constantly in food packaging: supplier substitutions, barrier coating adjustments, weight reductions. Under PPWR, each is a documentation event. A changed coating or new polymer grade triggers an obligation to update the Declaration of Conformity and the technical file, not just a procurement sign-off.
What to do: Build documentation updates into the packaging change workflow now. Every material change should automatically trigger a documentation review. Teams treating documentation as something to assemble when asked for it face a gap between what is on the market and what is on record that will be very hard to close quickly.
PPWR does not ask food packaging to stop working. It asks for packaging that works, can be proven to work, and is moving toward recyclability on a credible timeline. That is a concrete program with a clear starting point, and that starting point is not 2029.
